A gateway is basically an embedded computer with a radio frontend. The operating system is usually some variant of Linux. Linux can run any number of processes but because of hardware limitations the radio frontend can be controlled by only one process at a time. This means that one packet forwarder can be run and access the radio frontend at a time and if multiple packet forwarders are running at the same time various issues are going to pop up.
